The first step is to hail Arikene the Hopeful then collect a few drops:

• Focused Thalanite Tube - from ikaavs
• Black Arcane Power Source - from nocs
• High-Octave Tuning Fork - from kyvs
• 8 Fragments of Arcanium - random off all types

The Arcanium can be prelooted, the others can not and even though they drop in City of Dranik they will only update when looted in Old Bloodfields. Give everything to Karsor the Mad for a Black Arcane Sonic Gun. Deliver this to Arikene the Hopeful to complete the task.
