The a Sebilisian messenger around the zone drop Sealed Messages. There are 9 different versions and originally you needed specific ones to get specific tasks, I think all work now. When you give the Message to Jaled'Dar (any dragon should work) you're offered a choice of tasks.

Very simple task, just kill 2 a Sebilisian bonecaster and 8 a Sebilisian bonetrooper which can spawn all over the zone then hail Jaled'Dar to complete the task.
