To request tasks from Jaled`Dar you need to complete a number of tasks for the other dragons. Doing the 4 from Sealed Messages might be sufficient, if not keep doing tasks for Phara`Dar until Jaled`Dar responds.

This is a timed mission, and only 1 group can do it at a time. If Jaled`Dar doesn't talk about asking "others of your kind", wait up to 15 min and ask again. Once you have the task head north and find an emerald dragon corpse then east to a grey dragon corpse. Northeast a bit more to find 3 dragonhunters, all immune to snare/root. Kill them and loot a longsword. Give it to Jaled`Dar to complete the task.
