After getting the task hail Firiona Vie. Head to the southeast to find the lake for first update (-210, -2090), then north to Uthmeirt's house and speak with Aendra Whiteflame. She confirms that Ralf Uthmeirt is a discord agent and you should kill him. He is social with others in the house so bring a puller to get him out. Loot Aendra's Note off him then jump into the lake to find a striated chest. /open it (this will break invis so be aware of fish in the area), loot the Orb of Mind Recovery, and give it to Firiona Vie to complete the task.
