Throughout the zone are 5 a dead forest ranger, each with a little bag near them. Pick up 3 of the bags, Gendorin's Orders, then head north to Tonn Ermis. Hail him and loot a Gendorin's Apparent Confession from the chest right beside him. Give the Confession and the three Orders to Vohlen, hail, then return to Lord Tephys to complete the task.
