You'll need to clear the area and say "Telivar" to spawn him to request the mission.

Inside the instance you need to kill the 11 Shearspawn, there are 4 fledgling, 6 adolescent, and 1 mature. Each type casts Oily Goop, a blind and AC debuff, and Mind Shock, a 5kdd and stun. The mature also casts Touch of the Shearspawn a 7k dd. Once all 11 are dead you can drop the mission to be ported out to the zone in of static Korafax.
