You'll need to clear the area and say "Telivar" to spawn him to request the mission.

Once inside head to the Corporifers area to find a dragorn captive. Start killing the mobs in the room and you get an emote about intruders (thats you). Clear the guards quickly and when room empty hail the captive and it starts an escort task. He begins a march to the regular zone in, you can use "stop" and "go" to control him. Plow the road to the zone in and when he exits the citadel gate, a Vitrik Inquisitor spawns. It has a single target mana/endurance drain and an AE spellslow/spinstun. Kill it to complete the mission.
